What is Operating Authority?
Operating Authority, often referred to as an "MC," "FF," or "MX" number, dictates the type of operation a company may run and the cargo it may carry. It is required by the FMCSA for companies that operate as for-hire carriers transporting passengers or federally regulated commodities in interstate commerce.
In general, companies that do the following are required to have interstate Operating Authority (MC Number) in addition to a DOT Number:
- Operate as for-hire carriers (for a fee or other compensation)
- Transport passengers in interstate commerce
- Transport federally-regulated commodities or arranging for their transport, in interstate commerce

Authority Activation Timeline
Unlike a USDOT number which is issued immediately, Operating Authority is subject to a 21-day protest period. Once the application is submitted, you will receive an inactive MC number. Your authority will not become active until the protest period has passed, your insurance filings are submitted by your provider, and your BOC-3 form is filed.
